This momentous occasion at the Malacañang Palace marks the establishment of the Intergovernmental Energy Board (IEB) Circular, aimed at enhancing energy governance and facilitating the joint award of Petroleum Service Contracts (PSCs) and Coal Operating Contracts (COCs) in the BARMM.
