The National Power Corporation on Friday, October 10, 2014 has launched its Construction Performance Evaluation System (CPES) program, a uniform system in evaluating constructors and the quality of their work during and upon completion of a project.
The launching was graced by Assistant Commissioner Arcadio B. Cuenco, Jr. of the Commission on Audit who shared the five components of reform being done today in COA.
Though this may mean additional workload for the Bids and Contracts Services Division – Logistics Department (BCSD) who will serve as the Implementing Unit of CPES, Mr. Zol Medina, BCSD’s Division Manager expressed that the program will be highly advantageous to the corporation's infrastructure projects like diesel power plants, mooring facilities and transmission systems.
CPES program will also provide a very good feedback mechanism as a monitoring tool for the corporation’s Quality Management System (QMS) and Risk Assessment and Management Program (RAMP).
Also present in the launching are Atty. Sean Sam Sevilla and Mr. Aris Tomino from the Office of the Ombudsman, Engr. Sonia T. Valdeavilla from the Philippine Domestic Construction Board-Department of Trade and Industry (DTI) and Engr. Leilani del Prado from the Construction Industry Authority of the Philippines (CIAP-DTI) who have all expressed their support to NPC’s CPES program.
The NPC Accredited Evaluators, VP for Admin and Finance Lorna T. Dy, VP for Corporate Affairs Urbano C. Mendiola, OIC SVP and COO Danillo Sedilla who is also the Bids and Awards Committee Chair and NPC’s constructors pledged their support to the implementation of the program through a symbolic signing on the launching banner.
