Covering an area of 9,500 hectares, San Roque Watershed Reservation is promulgated through Presidential Proclamation No. 2320 located in the Municipalities of San Manuel and San Nicolas in the Province of Pangasinan and a portion of Barangays Dalupirip and Ampucao in the Municipality of Itogon, Province of Benguet.

The watershed area of the San Roque Multi-Purpose project is located in Central Luzon within the provinces of Pangasinan, Benguet, and Nueva Viscaya. It lies practically on a straight line connecting Manila to Bagiuo City, some 150 km. in a direct line from Manila and 30 km. from Baguio. The relative location of the watershed is between 16º08’26’’ to 16º51’30’’ North latitude and 120º36’25’’ to 120º54’51’’ east longitude. 

The watershed lies along the western toe of the Central Cordillera mountains where the Agno River cuts its valley, and extends southwards where the river flows southwest to the plains of Pangasinan. The Agno River is the largest river in Region I. The Agno River flows in a generally southerly direction through a 120 km-long narrow valley, formed between two ranges of the central Cordillera mountain chain and emerges at barangay San Roque, San Manuel, Pangasinan t an elevation of about 92. m. (302 ft.) from the gorge at San Roque, the river follows a semi-circular route to the west and transverses an additional 150 kms.  Across the relatively flat plains, gradually changing its course northward into the Lingayen Gulf. The entire drainage area of the Agno River system totals 7,640 squares kilometers covering the four adjacent regions in Northern and Central Luzon. The study area however is confined to the Benguet and Pangasinan portions of the drainage basin and covers only 1,320 sq. km.

The topography of the watershed in its upper reaches is mountains with sharp ridges and steep slopes. The Cordillera mountain range forming the eastern boundary of the Agno River watershed is a series of peaks many of which rise more than 2,000m. (6,250 ft.) in elevation. The western portion is bounded by a 7,000ft. ridge that rises from the south to the north end of the watershed. From the mouth of the canyon at San Roque (about 110kms. From the sources of the Agno River) down to the Pangasinan plains, the watershed relatively flat.
