On June 26, 1969, the Caliraya Watershed was proclaimed as a reservation under Proclamation 573 (Parcel No. 9) covering an area of 10,770 hectares.  Its land use consists of low-value secondary forests, kaingin areas, marshlands and small isolated communities.  The Caliraya Watershed Reservation is located in the municipalities of Cavinti, Kalayaan and Lumban in the Province of Laguna.

 Lakes Caliraya and Lumot are man-made lakes purposely created for power generation.  However, the pleasing beauty of the lakes invited tourists / public to visit the area as a recreational tourist spot.

The Caliraya-Lumot Watershed reservation (CLW) is located about 105 km. southeast of Metro Manila via Calamba-Los Baños-Sta. Cruz Road. It could also be accessed via Antipolo, Rizal-South Laguna Road at about the same distance. CLW could easily reached by any land transportation. The CLW is approximately situated between 121º29’59.16’’ to 121º36’58.75’’ longitude and 14º22’4.16’’ to 14º12’58.54’’ latitude. It covers 10 barangays of three municipalities of Laguna, namely: Barangays Caliraya and Lewin in Lumban, barangays Bukal, Cansuso, Inao-awan, East Talongan, West Talongan, Lumot and Paowin in Cavinti; and barangay San Antonio in Kalayaan. 

Approximately, the CLW reservation as defined in Presidential Proclamation No. 573 and Executive Order no. 224 has an area of 9,604.12 has. With the lakes included, the CLW reserve has a total area of 11,028.04 has. Caliraya Lake has an area of 964.04 has. while Lumot Lake is 459.88 has. Considering the physical boundary of the whole watershed the total area is 16,319.28 has. The Caliraya watershed alone is about 12,508.64 has including the lakes of which 6,126.32 is within the reserve while 6,382.32 has. is outside the reserve. Meanwhile, Lumot watershed has an area of 3,810.64 has. Including the lake of which 3,477.8 has is inside the reserve the remaining 332.84 is outside the reserve.

 

  

PROGRAMS

Rehabilitation

The Caliraya-lumot Watershed Area Team (CLWAT) is the lifeblood of the CBK Power Plant Complex of the National Power Corporation. The agency’s primary consideration then is the management of the watershed for sustainable water yield. Through the years, however, the capacity of the watershed to provide adequate water for power generation may have been gradually impaired owing to its various ecological and socio-economic problems. It is generally recognized that the various changes in the landscape due to increase human activities could have triggered already a chain of consequences that may prove detrimental to the operation of the CBK Power Complex. 

The rehabilitation of the watershed is imperative. Measures that are designed to arrest the continued degradation of the various watershed resources, particularly the forest and the soil resources, shall be a priority in the formulation of a master plan for the development of the CLW. A watershed rehabilitation program is therefore presented as a foundation activity for all development initiatives within the watershed in the future.

Protection

Destructive agents, both natural and man-induced have always threatened the success and even the very viability of watershed management and development programs. To ensure that these threats are adequately addressed, identification and characterization of the destructive agent(s) is critical. Such destructive agent’s causes and impacts have to be instituted. Regular monitoring and evaluation schemes are needed to assess the extent to which destructive agent’s have been prevented or controlled and how effective the current measures are in combating them.
